“Against often-significant resistance, political appointees forced action to enable broadcasters (who were under verified threats) to broadcast from remote locations while being protected by federal law enforcement officers. Likewise, political appointees met resistance from senior career officials when insisting that foreign-based journalists in high-risk countries make their locations known to the agency in the event they required rescue, extraction, or safe housing.”

No security-protection measure for USAGM journalists at risk was found. USAGM's four substantive posts in the window (2025-03-15, 2025-10-01, 2025-11-21, 2026-01-02) contain nothing on journalist safety, remote broadcasting under threat, or location reporting by foreign-based journalists; the agency's "Threats to Press" pages carry no in-window action; and neither the FY2026 appropriations act nor the Intelligence Authorization Act addresses it. The direction of travel was the other way: USAGM placed most staff on administrative leave on 2025-03-15 and terminated grantee funding.
