This position should be relevant and directive when U.S. foreign policy and strategic communications are at stake.”

The Secretary of State's seat on the USAGM board is unchanged. The board is the International Broadcasting Advisory Board, whose composition is set by statute; its last Federal Register activity is a Sunshine Act meeting notice of 2025-01-15, and no in-window instrument makes the Secretary's seat directive or removes the practice of deferring it to under and assistant secretaries. Neither the Intelligence Authorization Act nor the FY2026 appropriations act touches the board. Confirmed on 2026-09-03 from the State side: State's 2025 Comprehensive Annual Report on Public Diplomacy and International Broadcasting (2025-11-25) shows the International Broadcasting Advisory Board on USAGM's organizational chart in that advisory character and says nothing about making any member's role directive.
