“Rather than use the appropriate I visa intended for foreign journalists, the USAGM uses the J-1 “cultural exchange” visas to allow foreign nationals to transition easily into jobs that American citizens with cultural and linguistic expertise could satisfy. The J-1 visa is intended for cultural and academic exchange programs, among others—none of which include journalism.”

Nothing stops USAGM using J-1 exchange visas or moves its foreign journalists to I visas. Neither USAGM nor the State Department published any in-window change to the agency's exchange-visitor program, and no such provision appears in the FY2026 appropriations act or the Intelligence Authorization Act. The one adjacent instrument is a DHS final rule of 2026-07-17, "Establishing a Fixed Time Period of Admission and an Extension of Stay Procedure for Nonimmigrant Academic Students, Exchange Visitors, and Representatives of Foreign Information Media", which sets fixed admission periods across the F, J and I categories generally; it does not address USAGM's use of either category.
